Don't think you need a permit unless it's barricaded up with "STATE LAND" or something.

AFAIK, that place has not being fence up, or planted a "STATE LAND" or "Protected Area" sign, it is still accessible.
whether you can do a shoot there? that depends how the shoot being conduct,
if you are like just a few kaki go shooting macro or birds or landscape there, nobody will be really bother about it,

if you are not set up like a TV production doing a shoot there, or some model photoshoot, some members of public maybe very kapo to call the police.

For that, if you're just going to shoot "landscape", it should be ok.

But if you're doing a model shoot, I think a permit is needed.
BUT with the current situation of the place, I don't know who should you contact of you need a permit.

the theme is a little mis-matched.

TS should be looking for Catholic or Christian cemeteries for Gothic shoots

You can still shoot freely before that area is fenced up.

Just be careful of evil spirit following you home as that area has been around since the 1880.

Do remember to say "Sorry, excuse me." when you are moving around by step over the tombs.
