    depends on point of view, one is where people will pay to come and the other is where people are "encouraged" to come so that can fill up the seats.

    If this true, probably someone want to impress the boss with cost management by manipulating the vendors. They must be thinking there are enough suckers around to be used by them. IMO they're very short sighted and If we don't give in to such practices it definitely help to stop these nonsenses. The crux of it is they never play fair and don't be fooled.
