If not discovered in front of the staff at old chang kee immediately after buying, then they can dispute the truthfulness of this.
They can suspect that the bug was put into the puff after purchase to create a sensational issue.
It is difficult to prove either way.

However hard it is to dispute who is responsible for the insect in the puff. Ock employees' reaction to the matter will only lead to bad publicity for them. Acting hardball when truth is unknown is always bad for business. Brainless. Now the truth is not out yet, and might never be, but they are already suffering from bad publicity, isn't it?
