Default Any Dust And scratch removal plug-in or s/w ?

HI ppl

Just bought a Minolta SD 4 film scanner.
It is without ICE (lack of fund)

wondering is there any Dust And scratch removal plug-in or s/w ?
as some of the negatives got minor scratch and dust

Pls help
