You have to turn the front of the filter to see its effect. Some people say circular polarisers works best at 90deg from the sun.

As mentioned by kit, remember to rotate. A good try will be at the blue sky or glass reflections, rotate it and you'll see some difference. Sky getting blue and reducing reflections on some surface. Oh, try transparent plastics and LCD to see the effects too, you can get rainbow colours on clear plastics e.g CD case and screen of EZ Link reader on the bus...

As you would know what you are using your polarizer for, observe that particular aspect as you take the shot, rotate the polarizer till you achieve the desired effect - hence for reflections, I would rotate it back and forth (as you would with manual focusing) to find the right angle for the desired amount of reflections. As pointed out by Kit, polarization is most effective 90 degrees to the sun's rays. But I personally don't really go about measuring the angle - but the thing to note is that there is no polarization when the light source/sun is behind you. |

Malek's images has demonstrated what polarisers can do, including vignetting.

Not trying to be cute, but I feel the vignetting gave the shots quite a nice feel.
